Moodle accessibility statement
This accessibility statement applies to the University of Glasgow Moodle Service.
Using this website
This website is hosted and maintained by the University of Glasgow.
The University of Glasgow uses the Moodle Learning Management System (LMS) to deliver online courses and learning activities.
We want as many people as possible to be able to use this website. For example, this means that you should be able to:
- Change colours, contrast levels and fonts
- Zoom in up to 300% without the text spilling off the screen
- Navigate most of the website using just a keyboard or speech recognition software
AbilityNet has advice on making your device easier to use if you have a disability.
How accessible this website is
We know some parts of this website aren’t fully accessible. To mitigate, users can:
- Automatically generate accessible versions of uploaded files (e.g., audio, electronic braille, ePub, HTML) using the Ally accessibility tool
- Customise the Moodle platform using the UofG accessibility tool, which allows users to adjust text size, font, and colour scheme and apply this to all their Moodle pages

Enforcement procedure
The Equality and Human Rights Commission (EHRC) is responsible for enforcing the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018 (the ‘accessibility regulations’). If you’re not satisfied with our response to your complaint, please contact the Equality Advisory and Support Service (EASS).
Technical information about this website’s accessibility
The University of Glasgow is committed to making the Moodle website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.
Compliance status
The website has been tested by Moodle against the Web Content Accessibility Guidelines (WCAG) 2.2 AA standard where this relates to the core Moodle platform functionality. Further information about core Moodle’s accessibility conformance can be found at:
Non-accessible content
The content listed below is non-accessible for the following reasons.
Issues with Text
- Some link text does not make sense when read in isolation (e.g., “click here”), (WCAG 2.4.4.) We are addressing historical links and ensuring updated content meets standards.
- Colour contrast issues may result in poor readability (WCAG 1.4.3.)
- Headings may not be provided or labels may not always describe topics meaningfully (WCAG 2.4.6)
- Language of uploaded documents may not be present (WCAG 3.1.1)
- Page titles of uploaded documents may not be present (WCAG 2.4.2)
Issues with Images, Video, and Audio
- Live video streams accessed via Moodle do not have captions (WCAG 1.2.4). Live video is exempt from accessibility regulations
- Pre-recorded videos have auto-generated transcripts, but these may be inaccurate (WCAG 1.2.2). We are exploring improvements
- Some images lack alternative text (WCAG 1.1.1)
Interactive tools and transactions
- Some content packages from external suppliers may not be fully accessible. Accessibility will be a requirement for future replacements.
Content that’s not within the scope of the accessibility regulations
PDFs and other documents
The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they are not essential to providing our services.
- Older PDFs and Word documents (published before 23 September 2018) may not meet accessibility standards.
- Pre-recorded audio/video published before 23 September 2020 may lack captions or text alternatives.
- Archived Moodle content may include inaccessible PDFs, images without alt text, and videos without captions.
Live video
We do not plan to add captions to live video streams because live video is exempt from meeting the accessibility regulations.
What we’re doing to improve accessibility
The University of Glasgow’s Moodle site has an annual upgrade cycle. With each upgrade we will continue to assess and redevelop (where possible and practical) existing features, integrations and interfaces based on the WCAG 2.2 success criterion.
Content creators are regularly advised on tools and methodologies available to design and create accessible content. The University has provided the Ally accessibility tool, which assesses the accessibility of content and provides recommendations on how to make improvements.
We will continue to engage with Moodle (and any other third-party vendors whose products are integrated with Moodle) and make them aware of any accessibility issues we find
Actively explore new technologies and systems to assist in meeting the requirements
